Tony Pham
Executive Director
As the Executive Director for the Foundation, Mr. Pham is responsible for the daily operations and the strategic direction of the organization. Mr. Pham comes to the Foundation with an extensive body of executive level leadership in the private sector and government service. As a former C-Suite executive for 2 private companies, Mr. Pham was responsible for the business development and due diligence portfolios of each organization. Having served as a non-career member of the Senior Executive Service at the United States Department of Homeland Security, Mr. Pham held several senior positions where he managed the direction of a national law enforcement agency and the largest legal component at the U.S. Department of Homeland Security. Mr. Pham has served on the board of directors for The Richmond Police Athletic League, Commonwealth Catholic Charities and as a member of the community Board of Directors for Blue Ridge Bank.
Christina Barry
Chief Financial Officer
Christina Barry serves as the Chief Financial Officer of the Petersburg Police and Community Foundation and the Grant Manager for the Petersburg Bureau of Police. She brings over a decade of experience in public service, grant development, and nonprofit leadership, having previously supported law enforcement and youth-focused initiatives in Ohio. Christina has secured millions in funding for violence prevention, officer wellness, and community engagement programs. She holds a Master of Public Administration and specializes in strategic planning, budgeting, and operational growth for mission-driven organizations. Her work reflects a deep commitment to building partnerships that strengthen public safety and create meaningful, lasting impact in the community.
Jacqueline Hernandez
Board Member
Jacqueline Hernandez is a member of the Board of Directors representing law enforcement. Sergeant J. Hernandez has served with the Petersburg Bureau of Police for nine years. During her tenure, she has worked as a detective in both the Major Crimes Division and the Community Division. Currently, she is the acting Sergeant for the Training and Recruitment Division. In her spare time, Sergeant Hernandez enjoys working out at the gym and traveling with her family. In her spare time, Sergeant Hernandez enjoys training at the gym and traveling with her family.
Eric Richardson
Board Member
Eric Richardson serves on the Board of Directors as one of the law enforcement members, bringing over 19 years of criminal justice experience to the Foundation. Officer Richardson has served with the Petersburg Bureau of Police for 7 years, including over two years as a Detective in the Major Crimes Unit. Prior to becoming a police officer, he served 12 years in other criminal justice roles providing him with comprehensive experience across multiple facets of the criminal justice system. Officer Richardson holds a Bachelor's degree in Criminal Justice/Sociology from Norfolk State University and is currently pursuing a Master's in Business/Public Administration at Columbia Southern University. In his spare time, Detective Richardson enjoys being with family, participating in athletics, and studying history, religion, and business.
Stephen Page
Board Member
Stephen Page is a seasoned law enforcement professional with nearly a decade of experience in policing. Currently serving as a Forensic Detective with the Petersburg Bureau of Police, he has been recognized for his expertise in crime scene reconstruction and bullet trajectory analysis. A graduate of the Virginia Forensic Science Academy, Stephen is certified in Crime Scene Technology and is preparing for the International Association for Identification’s Certified Crime Scene Investigator examination. His courtroom qualifications and technical proficiency in modern investigative tools have made him a trusted expert in both field operations and legal proceedings. Stephen’s career is marked by a commitment to public safety, tactical readiness, and interagency collaboration. His background includes service as a SWAT-certified operator, Field Training Officer, and Technical Rescuer, with additional experience in ceremonial honor guard duties and expert marksmanship. A former Sergeant in the Virginia Army National Guard, Stephen also contributed to national security efforts during critical events, showcasing his ability to lead under pressure and train others in high-stakes environments. Throughout Stephen’s personal life and professional career he has consistently demonstrating leadership, adaptability, and a dedication to community engagement. In his spare time, Stephen enjoys spending time at home with his family, playing slow-pitch softball, and playing music at home
Theodore "Theo" Reynolds
Board Member
Mr. Reynolds is a seasoned public safety and law enforcement executive with over two decades of experience spanning urban policing, higher education security, and governmental investigations. Currently serving as Assistant Vice President and Deputy Director of Public Safety at the Richmond Housing Authority, Mr. Reynolds leads strategic safety initiatives across diverse housing communities, aligning operational goals with organizational leadership. A certified Inspector General Investigator and DCJS-certified law enforcement instructor, he has held leadership positions across multiple institutions including Virginia State University, Edward Waters University, and the City of Richmond’s Office of the Inspector General. His expertise encompasses internal investigations, emergency response planning, Title IX compliance, and multi-agency coordination. Mr. Reynolds holds a Master of Education in Adult Education from Strayer University and a Bachelor of Arts in Political Science from Norfolk State University. He is a recipient of the prestigious FBI-LEEDA Trilogy Award and maintains specialized certifications in ethics compliance, executive protection, crisis intervention, and advanced investigative techniques. He has served as the Vice Chair for the Mayor’s Ethics Task force for the City of Richmond. With a career defined by integrity, accountability, and strategic foresight, Mr. Reynolds continues to champion safer communities through collaboration, innovation, and effective leadership.
Victor Little
Board Member
Victor Little is currently an APS Investigator and a Major in the Dominican Republic Federation of Municipal Police. Victor is a former NYPD Officer and former owner of a Mental Health practice, bringing decades of experience in public safety and community service. Victor continues to serve with distinction, sitting on various statewide boards and local committees. He is deeply committed to enhancing quality of life through dedicated service, leadership, and community engagement.
